Because otherwise there would be no way to obtain them because no other monster in this game uses Thunder, makes about as much sense as Legiana having Freezer Sacs.

Also was obtaining sacs from Tobi really that hard for some people? For me it dropped one in nearly every hunt with it.

I’ve fought him about 6 times and it dropped on the 7th.

Every time I've fought him he drops at least one if not more

No complaining okay,it's just RNG
